Bill, regarded as a pioneer in the financial planning profession, specializes in the use of tax, investment and estate planning tools and techniques to assist clients in setting and achieving their financial and life goals. He began his career in the 1970s, founding Carter Financial Management in 1976 and Carter Advisory Services in 1980. The teams of these complementary businesses have grown to nearly a billion dollars in assets under advisement.
For his expertise and excellence, Bill has received wide recognition including being named one of “The Best Financial Planners in Dallas” by D Magazine1 for 2017 and the ten previous years this title has been awarded. A dedicated leader in the profession, Bill has chaired the boards of many national organizations including the CFP Board of Standards, the International Association of Financial Planning and the Foundation for Financial Planning. He is frequently quoted in such publications as The New York Times, Money Magazine, USA Today, The Wall Street Journal and The Dallas Morning News and appears on numerous TV and radio programs.
A proud graduate of Texas A&M, Bill was inducted into the Cadet Hall of Honor in 2009 and was named
“Outstanding Alumni” by the College of Agriculture and Life Sciences in 2011. Bill is also the recipient of the highest honor Texas A&M University bestows, the Distinguished Alumnus Award, which recognizes those who have achieved excellence in their profession and made meaningful contributions to A&M and their local community. He serves on the board of directors of several University organizations including the Private Enterprise Research Center and the Press Advancement Board. He is Past President of the Association of Former Students and Past Chair of the Texas A&M Foundation.
Community service is an important part of his busy life. Bill serves on the boards of Children’s Medical Center and The Senior Source and currently chairs The Senior Source Investment Committee. His past philanthropic and volunteer activities have supported institutions including Leadership Dallas, the Cotton Bowl Athletic Association and The Council on Alcohol & Drug Abuse.
Bill and his wife, Fran, split their time between Dallas, College Station and the family homestead in Decatur, Texas. They enjoy the arts, traveling, fishing, supporting Texas A&M athletics, and spending time with their rescued dogs and cats.
