Bill, regarded as a pioneer in the financial planning profession, specializes in the use of tax, investment and estate planning tools and techniques to assist clients in setting and achieving their financial and life goals. He began his career in the 1970s, founding Carter Financial Management in 1976 and Carter Advisory Services in 1980. These complementary businesses have grown to represent in excess of $840M in assets under advisement.
For his expertise and excellence, Bill has received wide recognition including being named one of “The Best Financial Planners in Dallas” by D Magazine1. Among his many awards, two are most reflective of his vast contributions. Bill received the Kemp Fain, Jr. Award from the Financial Planning Association (FPA) in recognition of his outstanding contributions to the profession and representing FPA’s values of competency, integrity, relationships and stewardship. He also received the International Association of Registered Financial Consultants’ Loren Dunton Memorial Award honoring his ethical standards, commitment to financial education and leadership.
A dedicated leader in the profession, Bill has served on the boards of many organizations including the Foundation for Financial Planning, the International Association of Financial Planning and the Financial Planning Association. He is frequently quoted in such publications as The New York Times, Money Magazine, USA Today, The Wall Street Journal and The Dallas Morning News and appears on numerous TV and radio programs.
Bill is the recipient of the highest honor Texas A&M University bestows, the Distinguished Alumnus Award, which recognizes those who have achieved excellence in their profession and made meaningful contributions to A&M and their local community. He serves on the board of directors of several University organizations including the Private Enterprise Research Center and University Press. He is Past President of the Association of Former Students and Past Chair of the Texas A&M Foundation.
Community service is an important part of his busy life. Bill currently serves on the boards of Children’s Medical Center, Baylor Oral Health Foundation and The Senior Source. His past philanthropic and volunteer activities have supported institutions including Leadership Dallas, the Cotton Bowl Athletic Association and The Council on Alcohol & Drug Abuse.
Bill and his wife, Fran, split their time between Dallas, College Station and the family homestead in Decatur. They enjoy the arts, traveling, fishing, supporting Texas A&M athletics, and spending time with their rescued dogs and cats.
